Very aggressive cockroach issue, when can tenants start withholding rent, or other solutions?

<!-- SC_OFF --><div class="md"><p>This story is complex and a bit of a doozy, apologies for the wall of text.</p> <p>The TL;DR is that a now-removed hoarder left an apartment full of roaches that our aggravated super is failing at getting under control, but we've complained about roaches for a while already, and the roach issue has now become very severe. Where do we go from here?</p> <p>My floor has 4 units with a square hallway-staircase arrangement. I'm in unit 1. Unbeknownst to everyone else on the floor, until recently, unit 2 had a hoarder staying there for about a year and a half or so, while the original tenant is temporarily relocated nearby to be an end-of-life caregiver for a while. We started seeing a roach here and there, at first. Then more and more. Unit 3 complained via text ~6 months ago, but the super shrugged it off. Unit 4 complained about 2 months ago, but as they explained to me, the super said something along the lines of, "No one else is complaining, seems like a you-problem." After hearing this from my neighbor, I then complained to the super via text and provided pictures of roaches in my unit. No response.</p> <p>Fast-forward with no action and continuous roaches until 2 weeks ago. I come back from a multi-day work trip one night to see roaches all over my apartment. I killed maybe 15 of them and then texted the super that this has to be addressed, immediately. He replies that a hoarder in unit 2 has been identified, and their stuff is going to be removed over the next few days. The original tenant of unit 2 finally started the process of aggressively kicking the hoarder out by hiring people to remove all of their, "Belongings," out and the super also brought in people to help. I could hear them stopping and talking about the endless roaches in the unit, ultimately requiring gloves and masks.</p> <p>It took about a week to fully empty the unit, which wrapped up about a week ago from writing this.
