Staten Island dispensaries line up along the borough's big commercial roads: Forest Avenue across the North Shore, Hylan Boulevard down the East Shore, and Arthur Kill Road and Veterans Road West in the south. As of 2026, the Office of Cannabis Management's license data showed around 15 active licensed storefronts on the island, which makes it one of the easier places in the city for adults 21+ to find a licensed counter without crossing a bridge.
How Staten Island shops differ
A few patterns stand out from the state's registry. Most Staten Island shops list Sunday closing times around 8 PM, earlier than much of Manhattan and Brooklyn. Many open in the 9 to 10 AM range. And since most of them sit on wide commercial roads in a borough where errands tend to happen by car, one rule is worth stating early: never drive after consuming, and cannabis cannot be consumed in a motor vehicle in New York, parked or not.
The licensed shops, road by road
Every shop below appeared as an active licensed adult-use retailer in OCM's public license data as of 2026. Shops open, move and close, so check the state list before heading out.
Forest Avenue and the North Shore
Forest Avenue is the island's densest stretch for licensed retail.
- Gaslight Dispensary, 465 Forest Avenue, open since October 2025.
- A licensed retailer registered as Georgia Heights LLC, 755 Forest Avenue, open since August 2025.
- NugHub, 1350 Forest Avenue, one of the borough's longer-running shops, open since October 2024.
- ZenZest, 2343 Forest Avenue, open since September 2024.
Just off the avenue, Quality Control Dispensary Staten Island is at 1172 Victory Boulevard (open since January 2026) and Highstone is at 1938 Clove Road (open since September 2024). Highstone's registered hours run to 10 PM every day, Sunday included, later than most on the island.
Mid-Island
OZ Dispensary is at 956 Jewett Avenue, open since August 2025. A licensed retailer is also registered at 2059 Richmond Avenue, open since June 2025; check the state list for its storefront name.
Hylan Boulevard and the East Shore
- The Vault, 1151 Hylan Boulevard, open since January 2026.
- Happy Times Cannabis Co., 1399 Hylan Boulevard, open since December 2025.
- Studio57NY, 570-574 Midland Avenue, open since April 2026.
- Clouditude Dispensary, 4034 Hylan Boulevard, open since January 2025.
The South Shore

Before the visit
Verify licensed status via the OCM QR code at cannabis.ny.gov. Licensed shops display a scannable verification sticker near the entrance. OCM's retailer finder at buylegal.cannabis.ny.gov lists every licensed location. Unlicensed shops have operated across the city, and a sticker check takes ten seconds.
Carry a valid photo ID. Adults 21+ only. A driver's license, a non-driver ID, IDNYC, a passport or a military ID all work.
Know the limits. Up to three ounces of flower and 24 grams of concentrated cannabis, which includes edibles, vapes and oils. Shops can set lower caps.
Budget for tax. New York charges a 9% state tax plus a 4% local tax at the register. If a discount applies, the tax is calculated on the pre-discount price.
Check the label. Legal products carry New York's universal symbol, and a QR code links to the lab results.
Delivery on Staten Island
Licensed dispensaries can deliver to any residence or private business in New York State; check each shop's site to see which Staten Island stores offer it. The rules don't change by borough:
- Prepaid only, online or by phone. No cash to the driver.
- ID check and signature at the door, from the buyer or a designated adult 21+.
- Homes and private businesses only. Never a park, a beach, a school or a car.
- Store hours apply. Orders can be placed any time, but the delivery happens only while the shop is open.
The ferry, the bridges and the parks
Three pieces of Staten Island geography come with their own rules.
The ferry. The Staten Island Ferry is free and runs 24 hours a day between St. George and Whitehall in Lower Manhattan. Smoking and vaping are prohibited on board at all times and inside the terminals' enclosed spaces. Keep any purchase sealed.
The bridges to New Jersey. The Goethals Bridge, the Outerbridge Crossing and the Bayonne Bridge all lead into New Jersey. New Jersey has legal adult-use cannabis too, but crossing a state line with cannabis is illegal, even between two legal states. The Verrazzano heads to Brooklyn and stays in New York.
The parks. Clay Pit Ponds State Park Preserve, 265 acres off Veterans Road West, is the only state park on the island. New York state law prohibits cannabis consumption on state-owned land and in public spaces, and that covers the preserve, the beaches and the boardwalks.
What it means for your weekend
Staten Island rewards the planned errand: pick the road, check the sticker, buy what the weekend needs, and head home with the package sealed. For newcomers to edibles, start low, go slow. For what is on across the five boroughs this season, the events calendar has it.
